About the Mini-Quote System
The New Mexico Public Education Department (PED) now offers a free online Mini-Quote System tool for New Mexico public schools, including Charter Schools, and libraries to use in conjunction with the State's procurement optimization strategy. This system specifically supports the competitive quoting process for CAT1 and CAT2 statewide price agreements. The Mini-Quote System benefits include majorly simplifying the competitive quoting process, supporting E-rate compliance, and capturing an audit trail.
Under E-Rate rules, K-12 public schools and libraries are required to obtain quotes from all vendors on a state master contract, (http://www.usac.org/sl/applicants/step02/state-master-contracts.aspx ). The Mini-Quote System allows you to request and view pricing online, which improves transparency for New Mexico public schools and libraries. This tool also meets the USAC requirement for competitive bidding on multi-vendor master contracts while providing reports often helpful during PIA reviews. Please note that all schools and libraries are responsible for the 10 year document retention rule.
The Mini-Quote system is a free tool offered by the New Mexico Public Education Department (PED) for schools and libraries to obtain quotes from vendors on the state master contracts for Category 1 services and Category 2 goods and services. After you post your requests for goods and services, vendors will be notified of your requests and will respond online. Participating public schools and libraries are responsible for the content and follow-up of mini-quote postings. Timing is also an issue as you will need to give the vendors adequate time to provide responses to your mini-quote requests. We recommend a minimum of 10 business days for vendors to work with you and provide quotes that meet your unique organizational needs.

New Mexico applicants may choose one of two options for procuring services from the E-rate eligible State Contracts under State filed Forms 470.
Option 1: Applicant files a Form 470 requesting Internet Access and can receive bids reflecting pricing on state contracts, evaluate the bids and sign service level agreements with the most cost effective provider.
Option 2: Applicant may reference the State’s Form 470 on a Form 471 only if they follow the mini-bid procedure using the Mini-Quote system or by soliciting bids from each of the providers in their area and evaluating responses to determine the most cost effective solution. The Form 470 number for applicants who wish to use it is: 170046897.
If you have a local vendor on contract, but you decide to engage in your own competitive bidding process, you may use the contract price as one of your quotes for evaluation.
